CREG Resolution 101 079 of 2025: Firm Energy Obligation Auction 2029–2030

The Energy and Gas Regulatory Commission (CREG) issued Resolution 101 079 of 2025, calling for the auction of Firm Energy Obligations (OEF) under the Reliability Charge for the period from December 1, 2029, to November 30, 2030.

Key aspects of the auction

  • Participation of projects without assigned transmission capacity: Projects without previously allocated transmission capacity may participate if they provide the required guarantees. For these cases, the UPME will deliver an individual technical report detailing the restrictions for connecting each project, within specific deadlines, so participants have the necessary information before submitting their bids.
  • Early entry incentives:  New, special, or existing plants under construction that begin operations before December 2029 may anticipate the start of their obligations and receive remuneration. Plants starting operation before December 2028 will receive an additional benefit of +USD 1.85/MWh on top of the auction closing price.
  • Energy transition incentive:  Existing plants undergoing technological renewal—either by switching to more efficient primary resources or upgrading generation technology—may obtain OEF assignments for up to 20 years. These projects will be treated under the same regulatory framework as new plants.
  • Timeline:  The Market Transactions Administrator (ASIC) must publish the detailed schedule on the SUICC platform within five business days of the resolution’s entry into force. The process includes specific milestones for information submission, clarifications, bid reception, and auction execution.

Other relevant aspects

  • Las plantas no despachadas centralmente con capacidad ≥1 MW en operación podrán participar, pero deberán ser despachadas centralmente al inicio del período de vigencia de la obligación.
  • Se prevén reglas específicas para fallas del SUICC, ajustes a plazos y modificaciones a disposiciones previas de la Resolución CREG 101 024 de 2022.
  • La vigencia de las OEF asignadas será inicialmente de un año (dic. 2029 – nov. 2030), con posibilidad de extensión en ciertos casos.
